The sum of N9.9 billion belonging to the Lagos State government and domiciled in three new generation banks has been frozen on the order of Justice Chuka Obiozor of the Federal High Court sitting in Ikoyi yesterday. The imposition of fines by the Lagos State Traffic Management Authority (LASTMA), has been declared illegal by the Court of Appeal sitting in Lagos. The appeal court held that imposition of penalties by the LASTMA ultra vires its power, especially where no platform was established to observe the principles of natural justice.
